The Asian Association for Public Administration (AAPA)
was established in 2010 with the aim to expand and improve research and academic exchange on public administration and public policy in the Asian region.

Prior to the official establishment of the Asian Association for Public Administration (AAPA) in 2010, a number of Asian scholars formed the Asian Public Management Forum (APMF) and had annual meetings for ten years from 2001, which paved the way for the establishment of AAPA. The 1st Asian Public Management Forum (APMF) was held at the City University of Hong Kong, in the Hong Kong Special Administrative Region (SAR) of China, initiated by Professors Anthony Cheung (City University of Hong Kong, Hong Kong SAR of China), Akira Nakamura (Meiji University, Japan), Pan Suk Kim (Yonsei University, South Korea), and Jon Quah (National University of Singapore, Singapore). Initially, they met at the City University of Hong Kong to publish a book together and, later, agreed to have continuous meetings together. Accordingly, the 1st, 2nd, and 3rd APMFs were hosted by the City University of Hong Kong in 2001, 2002, and 2003. After that, annual conferences of the Asian Public Management Forum were held in different Asian locations: Tokyo (2004), Seoul (2005), Singapore (2006), Jakarta (2007), Bangkok (2008) and Puli (2009).

Over the years, many Asian participants expressed the need to organize a permanent professional organization of public administration in the Asian region. When the Asian Public Management Forum was held in Puli in 2009, leading participants discussed making this Asian forum a more permanent group. Consequently, professors Akira Nakamura (Meiji University, Japan), Anthony Cheung (Hong Kong Institute of Education, Hong Kong SAR of China), and Pan Suk Kim (Yonsei University, South Korea) had follow-up meetings and discussed a number of issues to prepare for the establishment of a formal professional association. This resulted in Professor Akira Nakamura being tasked with organizing an inaugural meeting the following year in Japan and drafting a charter for the proposed Asian Association for Public Administration which would be a membership organization. Accordingly, both the last Asian Public Management Forum and the inaugural meeting of the Asian Association for Public Administration were held at Meiji University in Tokyo, Japan during 29-30 January 2010. As a result, AAPA was formally established and a charter was approved by conference participants present in 2010.

The 1st inaugural conference of AAPA was held in Tokyo in 2010, after which AAPA Annual Conferences were held as follows: the 2nd in Jakarta in 2011; the 3rd in Hong Kong SAR of China in 2012; the 4th in Seoul in 2013; the 5th in Cebu, the Philippines; the 6th in Xi'an, China on January 9-10, 2015; the 7th in Chonburi Province, Thailand on February 19-20, 2016; the 8th in Astana, Kazakhstan on April 13-14, 2017; and the 9th in Jogyakarta, Indonesia on March 22-23, 2018.

2001

The First Asian Public Management Forum (APMF) was held in Hong Kong SAR of China, initiated by Professors Akira Nakamura (Japan), Anthony Cheung (Hong Kong SAR of China), Pan Suk Kim (South Korea), Jon Quah (Singapore), and others.

2001-2009

The Annual conferences of the Asian Public Management Forum was held in different Asian locations and hosted by university institutions in Hong Kong SAR of China, Tokyo, Seoul, Singapore, Jakarta, Bangkok, and Puli.

2009

The Ninth Asian Public Management Forum, which was held in Puli, decided to make this Asian platform a more permanent group. As a result, Professor Akira Nakamura was tasked to organize an inaugural meeting and draft a charter for the proposed Asian Association for Public Administration which will be a membership organization.

2010

At the last Asian Public Management Forum as well as the inaugural meeting of Asian Association for Public Administration held in Tokyo during 29-30 January 2010, AAPA was formally established and a charter approved by participants present.
