    Call for Papers AAPA-CSIE joint workshop on an integratedapproach for the SDGs in AsiaThe Asian Association for Public Administration (AAPA) and the Chinese Society for Industrial Ecology (CSIE) are calling for papers to be presented at their joint research workshop on an integrated approach for the SDGs in Asia. The workshop will be hosted by Tsinghua’s Institute for Sustainable Development Goals on July 23th. It will take a hybrid mode accommodating both online attendees and those coming to Tsinghua. Theme and topicsThe workshop aims to encourage intellectual dialogues about regional, national and cross-country experiences for social economic development and transition in alignment with the SDGs among Asian countries. Both empirical analysis and theoretical contribution are welcome. Interdisciplinary communications and comparative policy studies are especially encouraged. Each contribution to the workshop should consider multiple, but not necessarily all the SDGs. Topics of the workshop include, but not limit to:  Evaluation of the progress and transformation pathways for achieving the SDGs Impact of emerging technologies, new business models, and upgraded infrastructure on the SDGs  Synergies and trade-offs between the SDGs and other policy agendas, such as decarbonization, circular economy, high-quality development Prioritization and policy evaluation for a network of targets of the SDGs for swift transition Sustainable governance and inter-jurisdictional/regional collaboration  Other challenges for achieving the SDGs in post-pandemic AsiaImportant dates (GMT+8) Deadline for submission: June 15, 2022. Notification of acceptance: June 30, 2022. Conference data: July 23, 2022.Journal submission outletsThe workshop is supported by the Journal of Comparative Policy Analysis, Journal of Industrial Ecology, Structural Change and Economic Dynamics, and Urban Governance.   • Call for video submissions of Public Servants in Action during the COVID-19 pandemic for UN Public Service Day

    Call for video submissions of Public Servants in Action during the COVID-19 pandemic for UN Public Service DayDear Colleagues,23 June is United Nations Public Service Day. This year, we will be celebrating the public servants who are supporting their communities during the COVID-19 pandemic, often putting their lives on the line.To recognize the courageous work of public servants, UN DESA together with the Ministry of Interior and Safety of the Republic of Korea, is producing a video to show some of the innovative ways around the world in which crucial public services continue to be delivered during the pandemic. We will focus especially on the work of frontline workers, such as health care workers, but also on other types of public service provision delivered by public servants (e.g. innovative programmes to deliver vital social services during the pandemic including in education, social welfare, transit, research etc ).We count on your help to provide video footage of public servants delivering public services during the pandemic. Naturally, we will credit the author and the project/agency appropriately in the video. The video will be shown during a high-level online event on 23 June to celebrate UN Public Service Day and will be disseminated through the UN social media networks.Please find below the specifications for your video contributions:1. Short clips (0:30 – 5:00 minutes long)2. If you are filming your video on a phone, please hold your phone in landscape (sideways) position3. The video should show innovative public services and public servants in action (e.g. health care workers fighting COVID-19, teachers providing virtual classes, social workers helping vulnerable populations despite the pandemic, public health professionals, transit workers, sanitation workers or postal workers etc)4. The video should be accompanied by a text description containing: a. Country and City or Town where the footage was shot b. Name of the project/agency/institution and, if desired, the name of the public servant c. Short description of what the video shows5. During the recent years Digital Governance has emerged as an effective tool and process of participation, accountability and inclusive governance aiming to install a system “whole of governance” in the developing countries. It has also begun to change existing state society relations and strengthened and institutionalized the concept of “whole of governance“in those countries. This leads to better service delivery, motivating people to participate in governance processes, ensuring efficiency, accountability and transparency. In a globalised world, it is now recognized as a tool for transforming the relations between citizens, businesses, and other organs of government.Digital Governance ensures that citizens can participate in, and influence decision-making processes which affect them and pro-actively decide what they want and its quality as well governance processes which can best deliver them. Faster expanding computerisation and internet connectivity has attracted governments in the region to re-engineering of business processes for quicker and quality service delivery to citizens, business and the society. The ongoing Digital Governance process is also considered appropriate for achieving the UN’s 2030 Sustainable Development Goals (SDGs). Digital Governance is thus creating a paradigm shift in the public sector as well as transforming societies across the world. While the state remains the key actor, the other actors also need to participate and network amongst themselves to enable the society reap full benefits of technological as well as innovations. It opens up avenues for development of societies and ensuring better service to citizens, and also creates challenges for many governments as well as private sector and citizens.Countries of South East Asia are at the forefront of digital developments in fields of governance, entertainment, and e-commerce. Singapore, South Korea and China are leaders in the area of Digital Governance in the region. In the context of South Asia, India and Bangladesh have taken initiatives to utilize ICT to deliver better services to the people. However, are all countries in the region taking advantage of Digital Governance?Do nations have same experiences, capacities and resources to make it work? Can they learn from experiences of other countries? What are the barriers? What works and what doesn’t and why? Does the public and private sector have different views and utilize Digital Governance differently? Or is there is convergence? Will Digital Governance enable nations and their citizens to reach desired goals and transform their lives? Is Digital Governance changing state society relations?   • The 2017 EROPA Conference in Seoul, South Korea on September 11-15, 2017

    The Republic of Korea, through the Ministry of the Interior (MOI) and the Ministry of Personnel Management (MPM), hosted the 2017 EROPA Conference in Seoul, Korea on 11-15 September 2017. The conference theme was “The Role of Public Governance in Achieving Sustainable Development Goals: Transforming, Empowering and Network-Building.” The conference was organized by the National Human Resources Development Institute (NHI) (formerly known as the Central Officials Training Institute (COTI)) and the Eastern Regional Organization for Public Administration (EROPA).

  • The 2016 IIAS-IASIA Joint Congress in Chengdu, China on September 20-23, 2016

    The International Institute of Administrative Sciences (IIAS) and the International Association of Schools and Institutes of Administration (IASIA) in close collaboration with the Ministry of Human Resources and Social Security and the Chinese Academy of Governance (as well as the Chinese Academy of Personnel Science, the Municipal Government of Chengdu, and Sichuan University) hosted the 2016 IIAS-IASIA Joint Congress in Chengdu, China from September 19 to 23 September.The conference theme was “Building Capacity for Sustainable Governance” and its subthemes include: (1) strategic visions and priorities for sustainable governance; (2) building modern legal, institutional, and organizational governance systems; and (3) building public service human and financial resources capacity.Professor Pan Suk Kim (Past President of IIAS and President of AAPA) delivered the 2016 Braibant Lecture for all participants on September 22, 2016 at 11:15-12:45. His lecture title was The Development of Modern Public Administration in East Asia. It was originally constructed around “256 BC” by the State of Qin as a water conservation and flood control project. Li Bing, then governor of Shu for the state of Qin, and his son headed the construction of the Dujiangyan, which harnessed the river using a new method of channeling and dividing the water rather than simply following the old way of dam building. He constructed an artificial levee (dike: Fish Mouth Levee) to redirect a portion of the river's flow and then to cut a channel through Mount Yulei to discharge the excess water upon the dry Chengdu Plain beyond.

  • The 2016 Astana Economic Forum (AEF) in Astana, Kazakhstan on May 25-26, 2016

    The Astana Economic Forum (AEF) was held in the Palace of Independence, Astana, Kazakhstan on May 25-26, 2016 and it is an annual event held in Astana, the capital of the Republic of Kazakhstan, which brings together representatives from the world’s economic community, current and former heads of states, Nobel Prize laureates, outstanding figures from the scientific world, and businessmen. This forum is known as a platform for international dialogue that enables constructive discussion of economic development issues concerning both Central Asia and the entire world in relation to changes witnessed in the global economy. The AEF and its activities are distinguished by the active participation of government and business figures from many countries. In the framework of forums held in the past, world leaders have expressed their views and offered practical propositions concerning economic strengthening, not only for Central Asia and the post-Soviet space, but also for the world.
