  • MOU between AAPA and the European Urban Research Association (EURA)

    The Asian Association for Public Administration (AAPA) President, Prof. Jiannan Wuhas recently finalizeda new Partnership Agreement with the European Urban Research Association (EURA) President Prof. Filipe Teles.The European Urban Research Association (EURA, https://eura.org/) was launched at an international conference held in Brussels, Belgium in September 1997. The inspiration for this association originated in discussions proposing the creation of a new association for urban researchers at an international seminar on ‘Shaping the Urban Future’ held in Bristol, England, in July 1994.Almost 25 years have passed since that very day, and EURA is now entering into adulthood, aiming to consolidate its agenda and aspirations. Over the last decade greater attention to urban issues has been visible at international level. On the one hand, the process related to the Quito conference, under the responsibility of UN habitat in 2016, and on the other, the new attention to the urban dimension under the current EU cohesion policy (made explicit with the Riga Declaration and the Pact of Amsterdam), make the EURA agenda even more challenging.EURA wishes to play an active part in shaping this Urban agenda, as a network able to promote innovative research design, exchange of knowledge and knowledge transfer.EURA has a critical role to play, in particular, refocusing on its original idea of offering a bridge between research and policy. Researchers are anxious to help policy makers support integration, cohesion, and collaboration in the area of urban policy, ambitions often difficult to achieve. Policy makers must in turn recognizethat researchers have an important contribution to make.EURA aims to facilitate this exchange of ideas and to foster the transfer of good practice in urban research and policy.The main aim of the recently signed partnership agreement between AAPAand EURAhas as main objective the development of a broad range of interchanges in all areas of research, education, practice and other activities.The cooperation and mutual work between the Associations will contribute towards the regionalisation and the globalisation of both associations, and therefore boost European-Asian links.Joint programmes and activities will include the exchange and dissemination of academic information, joint research projects, jointly organised seminars, workshops and conferences.

  • MOU between AAPA and the International Public Policy Association (IPPA)

    The President of the International Public Policy Association (IPPA), Professor B. Guy Peters, and the President of the Asian Association for Public Administration (AAPA), Professor Pan Suk Kim, signed the Memorandum of Understanding (MOU) for mutual collaborations during the 2017 KAPA Summer Conference held at Chonbuk National University in Jeonju, South Korea on June 22, 2017. More specifically, each side agreed to provide: (1) complimentary advertisement space for its general conference program booklet; (2) complimentary advertisement space in its website; and (3) one panel allocation at each general conference.The International Public Policy Association (IPPA) is a non-profit organization created in Paris in December 2014. The activities of the association include but are not limited to organizing conferences and meetings, developing publications in public policy and mediums of communication such as a website, newsletters, and social networks etc. Its website address is http://www.ippapublicpolicy.org.

  • MOU between AAPA and the Division for Public Administration and Development Management (DPADM) of the UNDESA

    Ms. Marion Barthelemy, Director of the Division for Public Administration and Development Management (DPADM) in the UN Department of Economics and Social Affairs (UNDESA) and Professor Pan Suk Kim, President of the Asian Association for Public Administration (AAPA) signed an MOU to promote possible collaborations for mutual benefits on June 2, 2017. Particularly, DPADM and AAPA will cooperate in the implementation of the United Nations Public Administration Network (UNPAN). The UNPAN's purpose is to create an electronic virtual network to exchange expertise and share experiences and lessons learned in the area of public economics, administration and finance, with a view to facilitate capacity-building through utilization of modern technology in the countries of Asia.The Division for Public Administration and Development Management (DPADM) of the UN Department of Economic and Social Affairs (UNDESA) was entrusted by the General Assembly in late 1999 to develop and implement the programme “United Nations Public Administration Network (UNPAN) (originally referred to as the United Nations Online Network in Public Administration and Finance). UNPAN is designed to help countries, especially developing countries and countries in economic transition, to respond to the challenges that governments face in achieve their national development goals and the internationally agreed development goals including the Sustainable Development Goals (SDGs).* Many thanks go to Professor Bok Gyo Jeong and Ms. Nosipho Dhladhla for their coordinating efforts.

  • MOU between AAPA and the Korean Association for Public Administration (KAPA)

    The President of the Korean Association for Public Administration (KAPA), Professor Heungsuk Choi, and the President of the Asian Association for Public Administration (AAPA), Professor Pan Suk Kim, signed the Memorandum of Understanding (MOU) for mutual collaborations during the 2017 AAPA Annual Conference held at the Astana Marriott Hotel in Astana, Kazakhstan on April 14, 2017.The Korean Association for Public Administration (KAPA: http://www.kapa21.or.kr), established in 1956, is the largest professional association in the field of public administration in South Korea. KAPA’s membership includes individual and institutional members, practitioners, scholars, and graduate students. The President of KAPA in 2017 is Professor Heungsuk Choi at Korea University.

  • MOU between AAPA and the SSRT of the Graduate School of Public Administration at Seoul National University in Seoul, Korea

    Representatives of the Asian Association for Public Administration (AAPA President Pan Suk Kim) and the Smart Society Research Team (SSRT) of the Graduate School of Public Administration (Dean and Professor Dongwook Kim) signed an MOU to promote possible collaborations for mutual benefits in the Graduate School of Public Administration (GSPA) at Seoul National University (SNU) in Seoul, South Korea on November 11, 2016.The Smart Society Research Team (SSRT) of the Graduate School of Public Administration at Seoul National University is a research team that is headed by GSPA Professor Dongwook Kim (currently Dean and Professor of GSPA as of November 11 of 2016); and it was formed in 2011 as a part of the Social Science Korea (SSK) project, which aims to develop research in social sciences and equip the next generation of social scientists and think tanks with the ability to resolve challenging local, national, regional, and global social issues.Based on the MOU made between AAPA and SSRT, joint seminars will be held in the Graduate School of Public Administration at Seoul National University in early 2017.SSRT: http://gspa.snu.ac.kr/en/node/216

  • MOU between AAPA and the Myanmar Public Administration Network (MPAN)

    Representatives of the Asian Association for Public Administration (AAPA; President, Pan Suk Kim) and the Myanmar Public Administration Network (MPAN; President, Saw Lu Lu Htaw) signed an MOU at the Gandamar Grand Ballroom in Yangon, Myanmar on August 20, 2016. During the MOU Signing Ceremony, a number of distinguished Myanmar public administrators participated in the meeting. AAPA President Pan Suk Kim delivered a keynote speech on “Appropriate Governance and Appropriate Technology,” followed by Dr. Aung Tun Thet's speech.Dr. Than Nyun (Former Chairman of the Civil Service Board of Myanmar and Former Rector of the Yangon Institute of Economics), Dr. Kan Zaw (Former Union Minister of Planning and Former Rector of the Yangon Institute of Economics), Dr. Aung Tun Thet (Board Member of the Mahatma Gandhi Institute and Former Senior Advisor for the UN Resident Coordinator’s Office in Myanmar), Professor Tin Hla Kyi (Commissioner of the Securities and Exchange Commission of Myanmar and Former Professor of the Yangon Institute of Economics), Professor Daw Than New (Commissioner of the Myanmar National Human Rights Commission), Professor Htay Htay Lwin (Former Rector of the Cooperative University in Myanmar), Professor Khin Naing Oo (Rector of the Yangon University of Economics), Professor Daw Phyu Phyu Ei (Head of the Department of Applied Economics, Yangon University of Economics), and many others (professors, researchers, practitioners, civic leaders, and graduate students) participated in the meeting.Especially, the Speaker of the Yangon Region Parliament, H.E. U Tin Maung Tun, and several members of the Yangon Region Parliament joined the meeting and the Speaker of the Yangon Region Parliament witnessed the MOU Signing Ceremony.After the MOU Signing Ceremony, the MPAN had the annual gathering dinner at the Gandamar Grand Ballroom and approximately 700 persons participated in the annual gathering dinner meeting on August 20, 2016.

  • MOU between AAPA and the African Association for Public Administration & Management (AAPAM)

    The African Association for Public Administration and Management (AAPAM, http://www.aapam.org) and the Asian Association for Public Administration (AAPA, http://aapa.or.kr) made an MOU to promote possible collaborations for mutual benefits on July 14, 2016. AAPAM is an International professional association for African public administrators and it gives a platform for articulation and dissemination of ideas on capacity building and development issues in the African region.AAPAM was formed in 1971 in Freetown, Sierra Leone and its secretariat is currently located in Nairobi, Kenya. A group of Permanent Secretaries in charge of Public Services from several African countries met to discuss and address the issues facing the African Public Services in 1962. Similar meetings came to be held every year in rotation in various capitals of independent Africa. In 1971, this network of Heads of Civil Service decided to formalize their assembly – giving birth to the African Association for Public Administration and Management (AAPAM). AAPAM was inaugurated by the President of Sierra Leone, the late Dr. Siaka Stevens and had, as its first President, Kenya Cabinet Minister Dr. Robert Ouko. Current AAPAM President is Dr. Roland Msiska who is the Secretary to the Cabinet in Zambia.In April of 2015, Professor Pan Suk Kim (AAPA President) and Mr. George K. Scott (Secretary-General of AAPAM) discussed to sign an MOU between AAPAM and AAPA during the annual meeting of the UN Committee of Experts on Public Administration (UNCEPA) at the UN Headquarters in New York. After that, Mr. George K. Scott and Mr. Bok Gyo Jeong (Chair of the US Chapter of AAPA and Professor of Public Administration at Kean University in New Jersey) followed up this matter again in April of 2016 and then Professor Jeong visited the AAPAM’s Secretariat on July 14, 2016. Accordingly, Mr. George K. Scott and Mr. Bok Gyo Jeong on behalf of Professor Pan Suk Kim had an MOU Signing Ceremony in the AAPAM’s Secretariat in Nairobi, Kenya on July 14, 2016.

  • MOU between AAPA and the Hong Kong Public Administration Association (HKPAA)

    The President of the Hong Kong Public Administration Association (HKPAA), Professor Peter K.W. Fong, and the President of the Asian Association for Public Administration (AAPA), Professor Pan Suk Kim, signed the Memorandum of Understanding (MOU) for mutual collaborations at the Hotel ICON (the 2016 IRSPM Conference venue) on April 14, 2016.The Hong Kong Public Administration Association (HKPAA) is the major professional association of public administration in the Hong Kong Special Administrative Region (SAR) of China and it is made up of academics, practitioners and graduate students in the field of public administration and public policy.   • MOU between AAPA and the Academy of Public Administration under the President of the Kyrgyz Republic

    The President (Professor Pan Suk Kim) of the Asian Association for Public Administration (AAPA) and the Rector (Professor Almazbek Nasyrov) of the Academy of Public Administration under the President of the Kyrgyz Republic (APAPKR) signed a Memorandum of Understanding (MOU) in Issyk-Kul, Kyrgyz Republic on August 25, 2015. The Academy of Public Administration under the President of the Kyrgyz Republic (APAPKR) acquired the status of a presidential institution in Bishkek. The Academy of Public Administration under the President of the Kyrgyz Republic claims to be not only a leading training center in the field of public administration in the Kyrgyz Republic, but also a leading higher educational establishment in a national education system granting an MPA degree. The Kyrgyz Republic (formerly known as Kyrgyzstan) is bordered by Kazakhstan to the north, Uzbekistan to the west, Tajikistan to the southwest and China to the east. Its capital and largest city is Bishkek. It is a member of the Commonwealth of Independent States, the Eurasian Economic Union, the Collective Security Treaty Organization, the Shanghai Cooperation Organization, and the United Nations.

  • MOU between AAPA and the Japanese Society for Public Administration (JSPA)

    The President of the Japanese Society for Public Administration (JSPA), Professor Masaru Mabuchi (日本行政学会理事長: 真渕勝, 京都大学, Kyoto University), and the President of the Asian Association for Public Administration (AAPA), Professor Pan Suk Kim, signed the Memorandum of Understanding (MOU) for mutual collaborations on May 15, 2015.The Japanese Society for Public Administration (JSPA) is the major professional association of public administration in Japan and it is made up of academics, practitioners and graduate students, in addition to a multitude of organizational members.The society hosts an annual conference in either Tokyo or Kansai area each year on an alternating basis. The Japanese Society for Public Administration (JSPA) was established in 1950. Its website address is: www.js-pa.org.

  • MOU between AAPA and Kazakhstan Institutions: the Academy of Public Administration and the Regional Hub of Civil Service

    The Asian Association for Public Administration (AAPA) and the Academy of Public Administration under the President of the Republic of Kazakhstan as well as the Regional Hub of Civil Service in Astana signed the MOU in Astana on May 21, 2015. The Asian Association for Public Administration (AAPA) welcomes individual members from Central Asia and neighboring countries.The Academy of Public Administration under the President of the Republic of Kazakhstan (Rector: Mr. Bolatbek Abdrassilov) was created by merging of the reorganized state institutions including the Academy of Public Service under the President of the Republic of Kazakhstan, the Academy of Justice at the Supreme Court of the Republic of Kazakhstan, and the Diplomatic Academy. It offers not only trainings for public officials but also offers various degree programs including MPA (Master of Public Administration), MPP (Master of Public Policy), DPA (Doctor of Public Administration), and DPP (Doctor of Public Policy) at the academy. Mr. Bolatbek Abdrassilov (Rector of the Academy) and Prof. Pan Suk Kim (AAPA President) signed the MOU during the Astana Economic Forum on May 21, 2015.The Regional Hub of the Civil Service in Astana (Chairman: Mr. Alikhan Baimenov) is a multilateral platform established as an institutional network for continuous exchange of knowledge and experience in the civil service among the countries of the region, including participation of international organisations: headquartered in Astana, Republic of Kazakhstan. The establishment of the Regional Hub of Civil Service in Astana (ACSH) has been supported by the Agency of Civil Service and Anti-Corruption and the UNDP Office in Kazakhstan. Mr. Alikhan Baimenov (Chairman of the Regional Hub) and Prof. Pan Suk Kim (AAPA President) signed the MOU during the Astana Economic Forum on May 21, 2015.During the 2015 Astana Economic Forum, a special panel on “Meritocracy and official ethics as key factors of government service effectiveness” was held at the Palace of Independence in Astana on May 21, 2015. http://forum-astana.org/en/programma/p/31/5118/.
